VM instancec disappeared

I had a running server on a vm instance, my client's billing was disabled for a few months i think and now he restored it. i went back to the vm instances now and i don't see anything.. it was a really time consuming and hard process to setup this server and i don't remember all of it.
I want to know if there's a way to restore it? because he wants to launch our product asap. Thank you in advance.

According to the official Google cloud Documentation, if billing is disabled on your projects, all billable Google Cloud services in the affected projects are shut down. Many services can be restarted after you re-enable billing on the projects, though some services might be removed while billing is disabled. Removed resources are not recoverable.
