Windows not starting when 360 vCPUs

I’ve getting a problem lately and it’s been around for a while, I cannot boot a C3d series platform with windows with all regions and all types of 360 vCPUs. When I tried to connect to the VM using rdp, the VM simply did not even start. Anyone have a solution to this?
