cannot connect to instance using rdp. problem started with ransomware infection which was cleaned.

windows 2016 server infected with ransomware.  Cleaned with webroot.  no data encrypted that I could find.  changed rdp port and added new firewall rule to allow the new port.  rebooted server and found IP had changed.  cannot connect with old or new IP with or without new rdp port.
