Premium Tier doesn't provide an automatic option or feature to release unused external IP addresses. But, you can manually release them by following these steps :
1. Go to your Google Cloud Console.
2. Choose your project by clicking on the project drop-down menu located at the top of the page.
3. Navigate to the left-hand navigation pane and click on "VPC Network," followed by "External IP addresses."
4. Upon accessing the section, you will find a comprehensive list of all the external IP addresses linked to your project.
5. Locate the IP addresses that are currently unused and require releasing; these are the ones you wish to free up.
6. Check the checkboxes next to the specific unused IP addresses you want to release.
7. Click the "Release" button located at the top of the page.
8. A confirmation dialog will pop up, displaying the list of IP addresses to be released. Review this list and proceed by clicking the "Release" button to confirm the action.
