Users activity and usage pattern

Hi All,

I am looking for a way to understand the Principal (be it a User or Service Account) mainly for a User, to understand what all Service's and Resources the user is accessing and what activity the user is trying to perform or performed. 

Actually I am working to understand the Users actions and usage pattern, and based on this I want to restrict the Permissions to follow the principal of least permission.

I did tried using the Logs Explorer, and also checking the BigQuery after log-sink to BQ. However having hard time to figure out the above ask. 

Thus reaching out to see if I am on right direction or there are already a tool which does this. Point me to right direction and suggest how to achieve this.
