It means the lab is set up for putting the trigger in a different region and prohibits any others. Are you sure you put the region required by the lab instructions?
Also check that you are executing the lab with the correct student account and are not accidentally logged in with an account from a previous lab (which will have other resource constraints that might prohibit doing what needs to be done for the current lab).
