Configure Secure RDP using a Windows Bastion Host: Challenge Lab

Check my progress on "Create the vm-bastionhost instance" never clears.

Tried this 3 times and yielded similar results.

The lab does not mention in the bastion section that you should put a tag on that VM. The purpose of the tag is described in the firewall section. If your secure VM is accepted all other bastion settings should be ok.
