would i be correct to say to below question answer is VM instance?

What is the lowest level of the resource hierarchy?

1. Folder
2. ​Project
3. File
4. VM instance

As the lowest is ideally Resources, which can encompass compute engine, hence the VM, or this would be preemptions?
