When will the next Google arcade program start? as I've came to know  that, the last arcade event for this year has ended in September 2024??

In January new Campaign will start but I think you want to know about GC Arcade Facilitator program this year it was live from July 22 to Sept 29.
Facilitator program is just a part of Arcade as Arcade will be live for 6 months (twice in a year).

When I visit https://go.cloudskillsboost.google/arcade there are no option to enroll or subscribe. Is there any other way to subscribe/enroll to this program?

The Google cloud arcade has just ended on December 25th. At present the prizes redemption is going on. After this, may be in the last week of January or Feb 1st week this year's arcade event will start. Soon they will announce the date officially. Keep checking the website, when the event starts you'll see the subscribe button.
