Were the 10k slots released on 16th Jan?

I missed slots both the times of Learn to earn program So am I eligible for swags if I Join all the 3 levels on 24 Jan?

Only if you enroll in all the 3 levels and complete them, then you will be eligible for all the schwags.

I contacted Qwiklabs support they said there might be another opening of slots.

Yes most probably on 24th also new slots will open and you will be able to register

Yes slots were released on 16th jan. 

You will be eligible even if you join on 24th and complete within the deadline
