Did you download the file or use git clone? It might make a difference, depending on how they configured their completion check. If needed, you can look at the other labs from that skill badge to compare what was used there. Usually, the challenge labs are analogous to the other labs from the same skill badge.

1) run below command in cloud shell

 gcloud services enable appengine.googleapis.com

------------------------------------------------------------------------

2) Run below commands in SSH of "lab-setup" VM .

git clone https://github.com/GoogleCloudPlatform/python-docs-samples.git
cd python-docs-samples/appengine/standard_python3/hello_world
