Permission issue while creating vertex ai notebook

I am getting the below issue in the middle of GSP827. 

When I am creating the Vertex AI notebook getting the below issue

"Could not list user-managed notebooks from Notebooks API: Permission denied, make sure you have the required access and try again"

reload the webpage and try again make sure you have enabled vertex api (click on dashboard on vertex AI then you will either see option to enable the API or Fix issuses button just click them and it will be resolved
