Once you are at step 11, you should see the Cloud Console (Web page) listing the created virtual machine. On the right side, there is a button (or link) named SSH. Use this button to start a session in a new window and type all the following commands there.
You are not expected to execute commands in the Cloud Shell terminal here. You must create a VM using Cloud Console (Web Interface), open an SSH connection to that VM, and execute get-iam-policy in that SSH session.
