I have joined arcade program from 24 feb and i found game over section where january 4 weeks trivia and february carnival is game over. can i attend it now, is there any way to do that?

Yes, once a game is closed, it is not coming back. But starting from now, you can still accumulate enough Arcade points to collect valuable swags.
