Unable to create a cloud run service

I am following a GCP qwiklab tutorial on Cloud Run, when I try to create the service i always encounter this error " You may not have more than 32 total max instances in your project.". I set the minimum instances to 6. I have reduced it to 5 and 4, but still same error.
