What is this Arcade about

Hello!

I've just found this Arcade program but I don't understand what this is about. Is it that we complete labs and get points which we can exchange for swags? If so then what is the facilitator program? And where do we redeem prizes? I've read the FAQ but it wasn't really clear

Welcome to Google Arcade Program 
i would suggest do some research on youtube regarding the program which will make things more clear to you rather than someone else spoon feeding you for it.

First yes arcade is about doing labs for learning cloud skills and as a benefit of you they provide the swags as well so that you have that enthusiasm to learn skills. It's basically a Learn and Earn Program.

GC Arcade Facilitator program (2 months Event) is a part of Arcade Event (6 months Event) and Facilitator program will give bonus points by achieving the Facilitator Milestones if you have enrolled in it. It will not give you any swags but in Arcade Event you get swags by achieving the Milestones.

For redemption or order of Swags you will get the Prize Counter mail in December month only but for that you have subscribe to Arcade Page.
