hey ! i cannot access my lab it says you reach your daily limit (10 labs for 24 ) but i didn't do even 1 lab today what might happened?

Due to misuse of Monthly subscriptions and also due to ongoing issue the Qwiklab Technical Team has imposed this limit for every user for every 24 hours. I will suggest you to check that when you completed last lab from that just count your 24 hours.

so it means it will run normal from tomorrow!!! and btw the limit is over 10 course or 10 labs.

Not info regarding this till now that up to when this limitation is continued.
The limitation is over 10 Labs not on courses. If you want to complete Arcade Cloud Digital Leader Learning Path Challenge then this course has no limitation you can complete whole course in one go.

Is it a temporary measure only, until the ongoing issue is solved, or a permanent thing?

Is it a sliding 24 hours, or fixed (from specific time to time, like midnight to midnight)?

Also, any idea when that ongoing issue might get fully solved please?

And finally, would you think that this update deserves its own dedicated thread, to make it more visible to everyone?

It is temporary measure but we have no info till now that up to when this limitation will continue.
It's fixed 24 hours like if you have completed last lab on 11 AM today then you can do more labs after 11 AM tomorrow only.

Actually, it is a rolling window: they keep the times of your latest 10 labs and you can only start your lab if the least recent of those 10 labs was more than 24 hours ago.  So if you did 10 labs with 1h spacing, you can start the 2nd of the subsequent 10 only one hour after the 1st.

It is somewhat ironic that the monsoon exposed the limits to the scalability of qwiklabs.

I am not sure how people can misuse the monthly subscription (unless they started mining bitcoins on their lab VMs). If all they did was running labs non-stop, that would not be misuse. It would show that on-demand computing can only work within limits. Somebody somewhere always has to plan ahead.

Think about bots farming Arcade points. I am pretty sure that some people already have 80+ Arcade points.

Same as monsoon is hitting whole india very abruptly same happening with the quicklabs teams

same they are getting too much of loads and scalabilty issues There are security measures and time limit so i think it is not possible to mint a digital currency  but yes now we are limited to 10 labs in 24 hours
