so my doubt is about if suppose the arcade facillitator program ends are we still able to earn more points by completing more skill badges till the prize counter opens?

Yes. You can earn points till December.

Facilitators merely gives you some additional bonus points that add to the "normal" arcade points. The sum of the normal and bonus points gives your total to be used end of the year.
