Chart filter 'on or before'?

Hello:

I notice there is a chart data filter for 'on or after', but there is no 'on or before' option, oddly.

I also tried 'before' and set the value to '0' 'month' ago, to try to get all data from last month and prior, but the Save button is dim when you set the value to zero in this case.

The only workaround I found is set the filter to 'Before' '4 weeks' ago, which is not actually quite the same meaning.
