How can I allow the user with "view" access to export whole source data stored in sheets from a Bar Chart? If they export now it only gives them the values presented in the chart.

A user with "View" access to a report in Looker Studio can only access what is on the chart itself, and not the datasource. What you could do is share  a reusable data source for users to be able to build reports on and query in Looker Studio, you can definitely do that - that way they can build their own reports and query the data in the way that they need.
