Download to excel missing from download drop down randomly

The report will occasionally stop letting you download the data into an excel document and instead only give the options below. 

 

The bug can occur randomly after pulling a report, downloading the data into Excel, changing the filters, and running again. Screenshot is attached below. 

This has happened a handful of times. Most recently the bug occurred in the afternoon and is still present the following morning. I can still download other types of reports in the normal formats. 

Restarting, resetting filters, and resetting Cache does not fix the issue.
