Filter Bug

HI. Is there a bug with filters? I have a sheet with all this data listed by administration year and score. The 22-23 is on the same sheet as the 21-22. I've tried to copy/paste the top to the bottom, made a completely new graph and every time the bottom one will sort 3,4,2,1 instead of 4,3,2,1 like the top. I literally have every setting, sorting etc. the same as the top, the only difference is the filter that is added to just include 21-22. Note, I have a filter on the top 22-23 to do the same. I'm at a loss as to why one is working and the other is not. I've tried AI too and no luck with that troubleshooting. Therefore my only option is this must be a bug. Thanks.

To me it appears as though its sorting according to size of each category and not necessarily the number.

in the 2022-23 sheet the 4 had the smallest size and then 3, 2 , 1

in the 2022-21 the 3 (magenta color) has the smallest size and so is listed first and then 4, 2, 1.

Looks like it is sorted by SUM or COUNT of the score. You'll need to make your chart sort AVG to make it sort in the order 4, 3, 2, 1.

It only sorts wrong once I have the 21-22 filter on it. It sorts fine when I don't so it has to be something wrong with filtering. Again, it is set up exactly the same and pulling from the same sheet.
