How to show 0 values when filtering data

Hello, I will try to keep this as concise as possible.

I am trying to track form submissions (filtering by 'event name' and returning 'event count') across inventory pages.

I have about 170 pages, however when I apply the filter for the chosen event name, that reduces down to about 50 results, meaning around 120 pages have a 0 value for 'event count'. This is understandable and generally desired in most cases, however, I want to actually show a 0 value for the event count for that given event name on the 170 pages so that it is easier for a user to discern (and sort) which pages have received a form submission and which have not.

I am wondering if there's a way to achieve this either by a calculated field or some blending wizardry.

This reminds me of the dimension fill feature in Looker! It lets you decide whether to show all possible values for a dimension, even if there are nulls and zeros. 

It's very tricky to get at this without that, no ideas come readily to mind.
