how to lock/freeze top portion of alooker studio page so it remains as you scroll down

please let me know if it is possible to lock/freeze the top portion of the page as we scroll down

As far as I'm aware there is currently no feature that enables this. The closest you can get to this would be report level objects that persist through various pages.

When you create a chart, filter, shape, etc. in Looker Studio, by default that object stays on the page you're working in. When you create a new page, it's blank. You can right click on the object in the first page, select "Make report-level", and the object will now persist throughout all pages of the report. If you do this with a filter, you can use that filter on one page and it will filter the entire report (same if you have a chart and have cross filtering turned on). 

Here I have my visual selected and it's currently set to page level, and I'm given the option to make it report level:

When I make the change, the selection border, which is currently blue, will turn to purple, indicating that it's report level now, like this:

This filter will now appear on every page, in the exact same spot. If you move it on one page, you will move it's location on all pages. So for your question, while there's no freeze feature for scrolling on one page, you could design a report that you can flip through different pages and have a set of static filters/charts/images/whatever.
