Do PDTs behave different in Dev Mode?

I was testing a PDT in dev mode that took about an hour to complete, but it seemed to keep getting cancelled by activity from other users in prod mode. I re-triggered the PDT a few times after this kept happening. It ended up clogging the server and forced us to restart.

Is there some kind of preference that will kill or sideline dev mode PDT queries if there is a lot of activity in prod mode?  I’m trying to understand the behavior, so we can figure out how to avoid this in the future.
