Authenticated Google Cloud Build Github App failing

I'm trying to get Infra Manager to read my terraform config files from a private github repository within my organization. When following this guide from google, when authenticating with my github account it gave me the error "The redirect uri is not associated with this application" (see attached). I tried different browsers, incognito windows, different github accounts, everything, to no avail. The only thing I haven't tried is a new GCP project, but I don't want to enable billing.

All I want to do is allow infra manager to access my private github repo. If there is another way to do this other than the Cloud Build github app please let me know.

Getting the same error since yesterday. Tried multiple github accounts and multiple google cloud accounts, got the same thing.
