Failed to load - App Engine

I want to manage my custom domain in the Google Cloud, but cannot access the settings menu therein. This has been an ongoing issue for the past few days (Failed to load). I have tried to follow all the recommended steps (e.g. use different browser, delete cache, firewall settings etc.), but none of them worked. What can I do about that?

I used https://console.cloud.google.com/appengine/ etc. and the error I get looks like this:

1. Try going directly to

https://console.cloud.google.com/appengine/settings?project=<PROJECT_NAME>

2. If the above doesn't work, open a new browser window in private mode (private window), confirm you can successfully sign-in to your gmail account (the gmail for logging in to cloud console). If you successfully sign-in, then without signing out, open the cloud console url
