How do you set "Use external identities for authorization" programmatically with Cloud IAP?

Hi all,

I'm doing some IaC for a platform and I need to create a web backend service which uses cloud IAP for security. I need to enable it to use external identities for authorization programmatically, but it seems there's no documentation around how to do so. 

There is some documentation on how to do it using the cloud console (see here), but not in code.

Any help in regards to this matter would be great.
