Problem with deploying new revision of existing service

I created a service a month ago with this configuration

Since then I have several times deployed new revisions without any problem. But now I cant do this and get this error

I tried to decrease max number of instances to 7 and then i got new error

I checked payment account first, no problems was found

based on the screenshot where you tried to decrease the instances to 7, it is saying your memory is too low. Have you tried either reducing the number of instances to 3 as suggested or increasing the memory allocated? 

I have tried this config

And it's work, but I think it is not good to set max 3 instances

You could request for a quota increase. Since the Project-ID(sensitive information) is needed for a quota increase, you would need to open a support case.

This can be done over a support case
 under a valid business justification. If you do not have a support package, you can create the case here.

I have only one Cloud Run service in europe-west1 region, but i can deploy new revision with only Maximum number of instances: 3

I don't understand what quota i should increase
