cloud run deploy - Unable to create 12 of REVISION because 24 already exist in this region

I very often get this error on deploying container to cloud run both via cli and the UI console. The deployment hangs for a long time, with nothing in logs as well, and get this error some times. Would appreciate any pointers to resolve it. thanks!

I would highly suggest contacting Google Cloud Support and also you can file a bug in this link so that the Product Team can investigate deeper for your case and on that link you can check the progress of your created bug.
