docker push to artifact registry hosted in region europe-west1 does not work (from gitlab-ci)

Since today, we are not able to push images to the artifacts registry. 

I had a really hard time to fix this, so I created a SO post with it. https://stackoverflow.com/questions/73866547/how-to-debug-docker-push-to-google-cloud-artifacts-regi...

I now realized that this only happens on the region europe-west1. If I use a different region (e..g europe-west4 or europe-west6), the problem does not ocure.

This possible outage does not seem to be reported and I don't know where to file this issue, so I thought I would place it here....

There is a Public Issue Tracker. The developer team is aware and working on this issue.

I recommend you to subscribe to the public issue tracker, this way you receive an email each time there is any new update.

Also, post a comment there about how it is impacting you. Additionally, please notice the more [stars the issue tracker has, the more likely it is to be prioritized.

thank you for the link, it was actually really hard to find public information about issues or to provide information.

I was observing https://status.cloud.google.com but it was not reported there.
