Cant See Option "Select Apps to enable this label For" When Want To Make Labelling For Drive and Doc

Hello Google Workspace Engineer,

Im GWS Admin From @banksampoerna.com (Frontline Standard)

I Have a P1 Critical Issue because the Labelling Features in my Admin Console it cant be Seen,

Here is my Console Bellow (no option to checklist Drive and Docs Application

And i attach my another Console bellow (Business Standard Without CIP)

Please help to FIX it beacuse very Important For us to enable and using DLP Features
