Google Contacts Sync

When adding a new user into Google Admin the user is generated into google contacts under the directory. When using a phone to sync the contacts, the phone does not pull from the directory tab, rather it pulls from the contacts tab. I would like to see when adding a user, it auto syncs to the contacts tab or the phone be able to pull data from the Directory tab.

Check out https://support.google.com/a/users/answer/7559344?hl=en -- this works for me with my work account on iOS Contacts. (Note, that's the "Contacts" app that's built in to the OS, not a special Google contacts app...)
