Having different licenses for different users (google workspace starter)

Last year we started using google workspace starter with 30 GB storage for all of the users. It is mostly enough, however we need extra space for at least 10 of 40 users. Since buying extra space for the users is not available for now, we should upgrade the licence at least to the business standard. We need an option to buy other licence types for some of the users to get extra storage space and the support team told us that it can be done only if we buy the google workspace via google partners. However, we don't want to share any company information with a third party and we would like manage our accounts byself. we have 41 users at our company having subscription to workspace starter, we want to have workspace business standard for 10 of them and to continue the workspace starter subscription for the rest of 31 users. In addition we don't want to put any third party for this.

@AYNUR_KAHYA  I understand the fact that you don't want to involve any third party in this but you can check for the list of google resellers in your country and you can see that even the major tech giants in your area could be listed in this.

Even I am part of a reseller organization and we don't play around with any user data.

and we would never access a user admin console unless it is requested and any action by a google agent or a reseller admin will be visible in your admin console logs.

Google now also provides you with  an option to prevent google support engineer or resellers from accessing your admin console.
