How do you migrate GCP projects to Cloud Identity Free if Google hosts your domain?

I run a small research lab. I have no need for all that  Google Workspaces offers. So I signed up for Cloud Identity Free. I also migrated my domain to Google because it seemed like it would simplify things.

It seems like that just made it impossible to migrate my GCP projects to the organization. In all the documentation, it says to sign into your Google Cloud Identity account and check that account's email for invitations to migrate a project. What email? Identity never says this (I had to look at the Workspace documentation to find it), but it doesn't create email accounts for users.  So am I screwed because I migrated my domain?  Do I have to buy Workspace just to use Cloud Identity Free? It seems like a mistake moving my domain to Google.

It looks like I can setup email forwarding. But is this the expected solution? There should be some kind of documentation of this case.

Not tested, but another approach would be to transfer the projects to an account on your new domain which has Gmail enabled. Once ownership of the projects is in your new domain I think it's possible to transfer to another account without email verification
