New users suddenly can't install triggers in Google Apps Script?

Title really says it all. I haven't knowingly changed any settings in the Admin Console, but suddenly all new users are unable to install triggers in any Google Apps Script projects or any Google docs with a GAS project bound to it.

My GCP isn't verified / published, so when they go to allow the project to have access to their Google Account they get the expected "only proceed if you know and trust the developer etc." screens and are able to authenticate them just fine, but as soon as they try to install a trigger so that the script can act on their behalf, they get "Exception: We're sorry, a server error occurred. Please wait a bit and try again." Even if they open the Apps Script IDE and try to manually activate a trigger, they get "Something went wrong. Please reload the page and try again."

To be clear, this is only affecting new users. All users that existed before a few weeks ago are not having this issue, even if I make a brand new project. Any ideas?
