Account violated the Google Workspace policy.

I haven't use this account for many years. But today, I need to use it for get something in an old email. I can't use it, please fix this.

As the error message says, you need to contact the administrator of your Workspace instance. They can reactivate you. 

If you are the administrator, check out all the various options for recovering admin access to your Google Workspace account at https://support.google.com/a/answer/33561?hl=en.

There are a number of options there including getting in touch with support as well as technical methods to prove to Google that you own your domain name and should be allowed to access the Workspace instance.

I can't contact the administrator of my Workspace. I don't know whose teacher control our Workspace.

The page I linked to covers that possibility. See both the "Recover administrator access using support-assisted recovery" and the "If you're a user and can't contact your administrator" sections. 

This site is just a community site where Workspace admins from various organizations help each other--none of us have any special access to be able to make changes or reactivate accounts.
