Allow Google Play apps in kiosk mode Education edition Google Workspace

We are a school with Education Essentials.  The Google Play option is not allowed in Kiosk mode.  We really need to push google play apps to our students using the kiosk mode feature.  It is allowed in "users & browsers".  Also, it is allowed in kiosk mode if we had Chrome Enterprise Upgrade (which is not available to Education Editions)

1. Can we be allowed to upgrade to Chrome Enterprises 

2. or allow Google Play Apps as an option in Kiosk mode for Chromebooks.
