Allow domain users to transfer ownership to personal accounts

We have some teachers leaving the organization that would like to take their GDrive contents with them. I know you can transfer ownership between domain users OR between regular Google accounts. I am also aware of Google Takeout (which we have enabled), but Takeout is a bit cumbersome with the 2GB zip chunks you have to download and then the whole converting everything to MS Office file formats.

I have to believe there is a setting in the admin console that allows our domain users to transfer ownership to non-domain accounts, but for the life of me cannot find the setting.

Any help would be appreciated.

I didn't realize there was a transfer option, and when viewing the Takeout page it does not give any indication that I can transfer.

Can this be used to transfer an entire domain.

I have legacy account I want to transfer domain to its own workspace and out of that legacy account, but I don't want to loose emails setc, once transferred out happy to pay for the gmail service or whatever needed, but I need it removed from the legacy work space its in now, is that possible?
