Appointment Scheduler feature free with Gmail account but not Google Workspace Business Starter Plan

The Appointment Scheduler feature is an option with my free Gmail account, but it is not a feature in my paid Google Workspace account (Business Starter Plan). How can this be a feature for a free plan but not a paid plan? I see it is a feature with the upgraded Business Standard Plan. I am so frustrated.

According to the documentation, both personal Gmail and Workspace Business Starter can create one booking page.
