Backup and Sync w/o save for offline use

Is there a way to enable backup and sync but not allowing "save for offline use" for files in "shared drives"?

@acsdanjr sounds like there may be a bit of confusion in your post - please elaborate so we can help you further.

1. Google no longer offers Backup and Sync and should not work any longer.  This has been replaced by Google Drive for Desktop: are you referring to Google Drive for Desktop?
2. You want to be able to download the files to your computer but disable downloading files: that's a contradiction and therefore can't happen.  You have to allow downloads to allow Drive for Desktop to work as its sole purpose is to download and upload files to your computer to keep them in sync with Google Drive.  If you are more precise about what you're after someone here may be able to help.

I think this is not entirely correct, but I might be mistaken: If you use Google Drive Desktop file streaming, you can disable offline access. There is a setting for that in the admin console.

We can, but it seems to also disable the ability to sync local folders as
well. If I switch this, it blocks the offline use but also blocks syncing.

Yes, well as @StephenHind already pointed out, if you want to sync, there is no way to prevent downloading, as syncing entails downloading/uploading. The only way around that is using file streaming instead of syncing (both can be enabled/disabled individually in the Google Drive Desktop client).
