Hi guys

In Google Workspace Business Starter is there a way to create a rule to alert admins when a user's drive storage is nearly full?

Not an alert, but you can current storage used in the Apps Usage User Report (and even filter for total storage used above a certain threshold). There's also the Storage section of the Admin Console which summarizes this.

Users themselves will receive storage limit warning messages when they begin to approach their storage limit.
