Can I Change Admin on my workspace account and delete the orginal admin?

Hello - I am wondering if it's possible to change the admin on a workspace account and if I do can I delete the orignial admin account that was used to set up the account?

Hope you're doing great! Yes, you can change the account which is in charge of the organization, the new admin account should be create under the primary domain or your organization  (just in case you were thinking to create on a secondary domain only), to do that, please follow this steps:

1. In the Admin console, go to Menu >  Account > Account settings > Profile.
2. Click Contact info.
3. Under Primary admin, enter the username of the super admin. 
4. Under Secondary email, enter another email address where you want to get these messages. This address must be outside the domain that you use for your Google service
5. Click Save.

Once I change the primary admin, am I able to delete the other email that
was previously the admin on the account?

Yes, because it will be treated as a regular super admin account

Will doing this change the email address for logging in? If not, is that possible?

If you have created another super admin account on the newly promoted domain, it should be accessible via the credentials for that account

I did the same, changing the primary admin, but I still cannot delete the original primary admin ("This action isn't available for this user.") 
It's a totally unnecessary user, I only had to create it because it was not possible to create a Google Workspace with an account that already had a Google account associated with it.

It sounds frustrating! Even after changing the primary admin, Google Workspace sometimes restricts deleting the original admin due to system requirements. You might need to check if the account is tied to billing or any active services. Try contacting Google Support for a solution. Hope you get it sorted soon! 👍
