Cannot select certain groups to include or exclude when creating Data protection rules in GW

Hello, 

Our security team reported that they cannot select a certain group when they want to create a new Data protection rule. 

I compared the group settings with other regular groups we have that are indeed selectable during the data protection rule creation, however I saw no meaningful difference. Just in case I pumped up the group visibility settings since it's just a test group, but that didn't help.

I haven't found any documentation explaining the prerequisites of includible or includable Google Workspace groups for data protection rules.

Please advise.

@icrew No, the group in question is not a security group. It was a reasonable guess, but in the selectable group list, I can see both security and non-security (mailing?) groups as well, except for this.
