Force users of G-Drive to NOT be able to 'Opt-out' to allow Access to view History of documents

Can Workspace or Identity force users, our employees, of G-Drive, to NOT be able to Opt-out to allow Access to view History of documents?

I'm surprised this feature doesn't exist.  Is there a reason it was designed this way?

Of course, we know we can set a company HR policy , and we can communicate it to everyone, but how would we enforce it?

Did you ever get an answer to this. It amazes me that with all the control Google gives us in Workspace that this is not possible.
