GCPW Not retaining logged in user names

I've implemented GCPW in my workplace.  Some users everything works as expected.  Other users are having issues.

A major one is that the  names or recently logged-in users are not being retained, so those users need to do a full login every day.  I have the following two settings applied:

./Device/Vendor/MSFT/Policy/Config/LocalPoliciesSecurityOptions/InteractiveLogon_DoNotDisplayLastSignedIn (set to disabled (Integer 0))

./Device/Vendor/MSFT/Policy/Config/LocalPoliciesSecurityOptions/InteractiveLogon_DoNotDisplayUsernameAtSignIn (set to disabled (Integer 0))

I've tried logging in as other users, restarting, etc.  It DOES retain the Admin user and my personal account.
