We currently have around 80 active accounts. If we subscribe to the annual model, that would be the base number. If we add more, we'll have to pay an additional fee, but we can't go below 80. That's clear.
Our question:
With the annual model, do we commit to the number of licenses exclusively, or are we limited to users, i.e., specific email addresses?
For example, if someone leaves the company and I delete their account, does that free up space to assign that account to someone else? (without increasing the number of licenses)

Yes, in general you are committing to the number of licenses. So as new users come in, you grab a license from the pool. If a user is deleted, their license goes back in the pool to be used by someone new.
