Google Cloud Identity Free - Assign Workspace Storage to users

Hi,

we have a bunch of (+100) Cloud Identity Free Users and around 1.4TB of free Storage assigned to the tenant. How do I assign storage (for backup purposes) to these user now? All users on their devices show 0Byte of Storage Space available and I cannot (based on the documentation) assign storage space (1.4TB available) to any of these users (see pictures)?
