I want someone to edit google sheet but not be able to copy or download it - I am sure thousands if not millions of businesses and individuals suffer from not having this issue that have sensitive data and an employee or contractor leaves with all these valuable data - absolutely ridiculous that google hasn't solved this or created a work around as Microsoft has a fix for this through cloud app security, which actually works when opening office docs with gsuite.

Couple of ideas since I can think of a couple of different ways. 

1 - Directly from the file share menu, click on the settings gear in the top right of the share dialog box and uncheck the box for viewers and commenters can see the option to download, print, copy. The documentation is found here

2 - From the admin Investigation Tool, you can search for the file and disable download, print, copy here's the documentation and a screenshot showing it

3 - using DLP policies and BCE to prevent even copy of the text itself. The documentation for that is here

None of them solve the problem from what I can see...as I mentioned the I
need people to be able to edit but if int want them to be able to copy or
download - I reviewed the options you provided and unless I missed
something then none of them offer that as was confirmed by Google that
there is no way they are aware of - which is ridiculous.

I'm afraid I don't understand your problem then, can you please show either a screen recording or a detailed flow of steps you took and why none of the 3 solutions fit ? Your response offers no details that would help me in this understanding.

Sorry if it's not clear but will reiterate what I said...say you are a
small business (or even an individual) and you sensitive date on a Google
sheet...and you need others to collaborate and add more data to that Google
sheet so therefore that person must also be an Editor (not a viewer or
commentor) there is currently no way to ensure those Editors don't steal
your data by copying data from the sheet or downloading the whole sheet. I
imagine there are many businesses that have this issue as I've seen so many
other posts all over the internet asking the same question for many years
now.

In Microsoft there are ways to do that...google has nothing (only to
prevent viewers and commenters, which is not useful as the whole advantage
of google sheets is collaboration)

Not sure how to make it clearer than that.

@LYFM if you want people to be able to add data to the sheet but not be able to "steal" existing data you should look at using a Google Form so they can access the form to add data, which gets appended to the sheet.

I am facing the same problem,  yes we can solve some of the problems by making few doers fill data using google forms  but what about employees who are looking after the formulas of the sheet, they need editing rights of the entire sheet. How to protect data from them
