Google Sheets file can't be shared publicly with both export options enabled and view only

When sharing a sheet publicly as view only, the viewers see Export options disabled. There is an option to enable view and download, but every time we check it - it gets unchecked again automatically.

The file lives in a folder within an internally shared drive. The folder it is inside is also shared publicly as view only. Is this a bug?
